Following from the Traue Commissioner to Peking begins:

Addressed to Peking No.3. of the 31st January repeated to Commercial

Counsellor repeated to the Colonial Office by the Governor.

Consul General's informant was Gellion Managing Director Macao

Electric Light Works and Principal British Resident for 20 years.

We three met in (? group omitted). Gellion said he had come to

convey information at the urgent request of the Governor of Macao,

It appears that Japanese dentist Dr. Kada believed to be secret agent

has (corrupt group) that he would petition on behalf of unknown

instructed by Lisbon to accept because of Traue Agreement.

advance money unless guaranteeu by H., Governent or liong Kong

Government, I believe position as stated to be substantially true,

that Japan in initiating plan of economic penetration in the South

China area, anu that we are being offereu opportunity to counter it.
